ICMA's committees
   

 

ICMA’s committees are comprised of elected/appointed individuals who work in the international capital market from day to day, ensuring direct involvement by practitioners in its affairs and activities. They remain central to ICMA's role in providing a self-regulatory framework for participants in the international capital market as well as providing the link between the Association and the market it serves.

 

In June 2006, following the approval of the AGM in Athens, the Association adopted significant changes to ICMA’s current governance and management structure. These were introduced in order to better reflect the actual workings of the Association by providing a clear differentiation between the supervisory role of the board and that of the executive management of the Association. As a result, various changes to the composition of the committee structure have been implemented. Committees established by the board will perform more supervisory functions, and others, established by the executive committee, will assist in the administration and discharge of the Association’s functions.

 

This section of the web site offers an overview of ICMA's committees and provides a list of their current composition. A link to the appropriate section of each committee's own area of the site is provided.

 

Audit, compliance and governance committee
responsible for overseeing compliance by the Association with all laws, rules and regulations applicable to it in order to enable the board to conduct appropriate supervision of the Association's regulatory affairs and for overseeing, controlling and reporting on the budgetary process and financial control of the Association.

 

Committee of regional representatives (CRR)
Maintains and develops the liaison between ICMA's board and regional committees.

 

Compensation committee
Tasked to propose an adequate level of compensation for the executive president as well as the managing director of ICMA Limited to the board.

 

Education committee
Develops and furthers ICMA's involvement in the provision of high quality educational programmes for participants in the international capital market, and liaises with the ICMA Centre, based at the University of Reading, UK.

 

Euro commercial paper (ECP) sub-committee
Comprises the former members of the Euro Commercial Paper Association. The committee’s current focus is the speedy implementation of the UCITS Directive, the creation of a same day and overnight market, and the development of an ECP pricing index.

 

European repo committee (ERC committee)
Promotes the interest and activities of the European repo market and governs the European repo council (ERC).

 

Executive committee
Comprises the executive president as its chairman and other officers of the Association as appointed and has responsibility for the executive management and administration of the Association.

 

International repo committee (IRC committee)
Promotes the interest and activities of the international repo market and governs the international repo council (IRC).

 

Legal and documentation sub-committee
Covers issues ranging from defining market terminology to giving feedback to regulatory authorities.

 

Market practices committee (MPC)
Responsible for ensuring that ICMA's rules and recommendations properly reflect the requirements of the international capital market as a whole and for providing guidance to member firms in relation to the rules and recommendations.

 

Membership committee
Determines the suitability of firms applying for membership of the Association.

 

Nomination committee
Nominates board candidates for election by ICMA's general meeting and makes appointments to the board in the case of an intermediate vacancy.

 

Oversight committee
Supervises the executive committee and any committee established by the executive committee.

 

Primary market practices sub-committee
Responsible for ensuring that ICMA's rules and recommendations properly reflect the requirements of the primary market and for providing guidance to member firms in relation to the rules and recommendations.

 

Regulatory policy committee
The regulatory policy committee oversees and provides guidance on the Association's advocacy activities.
