Overview

Japan Securities Dealers Association (JSDA), Japan Exchange Group, Inc. (JPX) and International Capital Market Association (ICMA) will co-host the 15th Japan Securities Summit at the Mansion House in London on February 11, 2026.

The Japan Securities Summit has been held since 2008 in major financial centres around the world, including London (2008, 2013, 2015, 2017, 2019 and 2024), Hong Kong (2009), Singapore (2010), and New York (2011, 2014, 2016, 2018, 2023 and 2025).

  HIBINO Takashi, Chairman and CEO, Japan Securities Dealers Association (JSDA)
Takashi Hibino is Chairman and Chief Executive Officer of the Japan Securities Dealers Association (JSDA). Before assuming his current position in July 2025, Mr. Hibino was Senior Executive Advisor of the Daiwa Securities Group Inc., one of the largest brokerage and investment banking groups in Japan, a role he served after seven years of being Chairman of the Board, following a six-year role as President and CEO of the company.

Mr. Hibino started his career with Daiwa Securities Group in 1979 as a bond dealer in Tokyo. Afterwards, he was transferred to London and spent five years in the City. Since then, he has held various positions at Daiwa, including Head of Corporate Planning Department (1999-2002) and Head of Equity Division (2002-2004). He became a member of the board of directors of Daiwa Securities Group Inc. in 2004, before being appointed President and CEO in 2011 and Chairman of the Board in 2017.

Mr. Hibino graduated from University of Tokyo with a BA in Law. In 2001, he attended the Advanced Management Program at Harvard Business School.
NAKASO Hiroshi, Chairman, FinCity.Tokyo
Hiroshi Nakaso was appointed FCT’s first Chairman at its inception in April 2019. He is known widely both locally and globally as the former Deputy Governor of the Bank of Japan (BOJ) which he served for nearly 40 years.  At BOJ he was mainly responsible for crisis management of financial systems and markets, often in concert with his overseas counterparts.

In addition to his present role as Chairman of Daiwa Institute of Research (DIR), he is one of the ABAC (APEC Business Advisory Council)  members representing Japan (he also chairs its financial task force since 2023), Chairman of the Policy Evaluation Committee of Financial Services Agency of Japan (FSA) and Chairman of the Monitoring Committee for the newly created JPY10 trillion university endowment fund.  He also chaired the expert panel for the creation of “Global Financial City: Vision 2.0” for the Tokyo Metropolitan Government. In addition, he served as a member of the “Asset management-led nation subcommittee” established within the “Council of New Form of Capitalism Realization” of the Cabinet Secretariat.
Bryan PASCOE, Chief Executive, ICMA 
Bryan Pascoe took over the role of Chief Executive of the International Capital Market Association in September 2021, assuming responsibility for leading ICMA’s work with its global membership of over 600 entities representing all constituent participants across all regions in the international debt capital markets. The primary mission of ICMA is to promote resilient, well-functioning and globally coherent fixed income markets through both effective regulatory advocacy and the advancement of best practice. ICMA’s mandate covers all elements of primary, secondary and repo and collateral markets with core focus also on Sustainable Finance and the application of Fintech and Digitalisation to the future of capital markets.

Prior to joining ICMA Bryan built up almost 30 years of experience across investment and corporate banking, global markets businesses and bank treasury functions in London, Hong Kong and the Middle East. Most of his previous career was spent at HSBC where he held high profile and large-scale leadership positions across both prominent front-line business areas and critical functions including Global Head of Debt Syndicate, Global Head of Debt Capital Markets, and Group Treasurer and Head of Asset, Liability and Capital Management through times of considerable market development, challenge and disruption. He has extensive direct experience of the Asia-Pacific financial and capital markets, and is a Permanent Resident of Hong Kong where he lived between 1995 and 2005. Bryan began his career in 1992 on the Morgan Stanley Investment Banking Analyst Programme.
SHIROTA Ikuko, Director, Market Finance Division, Financial Bureau, Ministry of Finance, Government of Japan
Ikuko Shirota is Director of the Market Finance Division at the Financial Bureau of the Ministry of Finance, Japan.  She is responsible for issuing Japanese Government Bonds (JGBs) and overseeing the primary market. From 2012 to 2014, she served in the same division as Senior Deputy Director, during the period when the Bank of Japan initiated Quantitative and Qualitative Monetary Easing.

She is also a member of the Steering Group of the OECD’s Inclusive Forum on Carbon Mitigation Approaches (IFCMA).

She has gained extensive experience in revenue policy and international financial cooperation through her over 20-years career at the Ministry of Finance. Most recently, she has led bilateral and regional financial cooperation in Asia and the Pacific, contributing to initiatives such as the Chiang Mai Initiative Multilateralization (CMIM) and the Asian Bond Markets Initiative (ABMI). She has also worked on climate and development finance in the International Bureau. She also has significant experience in taxation and tax administration.

She earned her Master of Arts in Law and Diplomacy from the Fletcher School of Law and Diplomacy at Tufts University in 2006. She holds a Bachelor of Arts in Law from Keio University.
Jen SISSON, Chief Executive Officer, International Corporate Governance Network
Jen is the CEO of the International Corporate Governance Network (ICGN). Led by investors responsible for assets worth over $US 90 trillion, ICGN advances the highest standards of corporate governance and investor stewardship worldwide in pursuit of long-term value creation. Jen represents ICGN on the Japanese Financial Services Agency’s Council of Experts and on the International Forum of Independent Audit Regulators stakeholder working group.

Jen joined ICGN from Goldman Sachs Asset Management where she was EMEA Head of Stewardship, overseeing voting, engagement, and industry collaboration activities in the region. Previously she led policy outreach for the UK Financial Reporting Council (FRC), on ESG, audit and reporting matters including the creation of the 2020 UK Stewardship Code and the 2018 UK Corporate Governance Code. Jen started her career at PwC.

Jen holds a BA in Business, Accounting and Finance from the University of Newcastle and a Masters in Sustainability Leadership from the University of Cambridge.
YAMAJI Hiromi, Director & Representative Executive Officer, Group CEO, Japan Exchange Group, Inc.
Hiromi Yamaji is the Group CEO of the Japan Exchange Group, Inc. Since joining the group in June 2013, he has been leading several developments in the Japanese financial market as CEO of Osaka Exchange, Inc. (2013 2021 ) and CEO of Tokyo Stock Exchange, Inc (2021 2022). He now keeps leading this active role as Group CEO of the Japan Exchange Group, Inc. Before joining the group, Mr YAMAJI had 36 years experience specialising in the investment banking area and served as Executive Vice President, and Head of Global Investment Banking at Nomura Securities Co., Ltd. During his professional career, he worked in Europe and the US for 18 years and served as President and CEO of Nomura Europe Holdings plc in London, and Chairman of Nomura Holding America Inc. in New York. He graduated from the Law Faculty at Kyoto University, and holds an MBA from the Wharton School at the University of Pennsylvania.
YOSHIDA Masanori, Executive Officer, Global Chief, Japan Exchange Group, Inc.
Mr. Yoshida started his career at the Japanese Ministry of Finance (MOF) in 1984. After serving in the Minister's Secretariat and the Budget, Tax, Financial and International Bureaus, mostly dealing with international affairs, he was appointed Senior Deputy Director-General of the International Bureau. He was then appointed Deputy Vice-Minister for International Tax Policy in 2016.

Mr. Yoshida worked in the Asian Development Bank in 1992-94, and in the World Bank in 2000-2003. From 2011 to 2014, he worked in the International Monetary Fund, dealing with the Euro Area Crisis as Mission Chief of the European Department. He also served as Executive Director for Japan at the World Bank Group before retiring from public service in 2021. He was appointed to his current role as Executive Officer, Global Chief at Japan Exchange Group, Inc. in April 2022.

Mr. Yoshida graduated from Waseda University and holds M.Phil in Economics from Oxford University. He also worked as Visiting Scholar at the Center for International Affairs, Harvard University.
