Europe is not capital-poor. In fact, European households save at nearly four times the rate of US households. The problem is not the capital. It is that the channels to move it into productive markets do not exist at the scale required.
The Savings and Investments Union is the policy response. The legislative framework is set. What remains open is whether deployment follows at the speed and scale Europe needs to compete.
